T.C. Defense team members are mobile and work directly for our customers on site or wherever the job requires their presence. We excel in technical coordination and builds strong partnerships to meet our customer’s needs.
Project Management
Our team has experience with all phases of project management, from initial concept through project completion. We support requirements analysis and development, planning and documentation, and tracking of project cost, schedule, technical performance. Past T.C. Defense project management work includes support to the NSWC Advanced Offboard Electronic Warfare (EW) Program Office and project lead for NSWC’s Joint Counter Radio Controlled IED EW (JCREW) project. In support of NRL and NSWC teams, T.C. Defense also obtained Combat System Certification for the SLQ-59 Transportable EW Module (TEWM), needed for at-sea testing and system deployment. T.C. Defense performs ongoing project management support to NAVAIR for the Joint Multi-Spectral Test Board (JMTB) under the Central Test and Evaluation Investment Program (CTEIP).
Systems Engineering
T.C. Defense a long history in System Engineering (SE), including requirements analysis and development, as well as validation and verification and resolution of System-of-Systems technical issues. Our team developed requirements for the Radar Designated Decoy Integration (RDDI) for the CVN-78 Shipboard Self Defense System (SSDS) program. We also developed the Radar Track Management solution for the first phased-array radar on the CVN-78, including establishing test scenarios and data collection requirements for the Integrated Combat System (ICS) Track Management performance. T.C. Defense provided SE and shipboard integration support for the SLQ-32 EW System (EWS) Operational Diagnostic and Training software for the Aegis Advanced Combat Direction System (ACDS), the Ship Self-Defense System (SSDS), and Cooperative Engagement Capability. Our SE support for the Aegis SLY-2 EWS included developing system requirements and shipboard EW tactics. T.C. Defense worked with the larger Combat Systems community (Corona/PHD/APL) to develop first-of-kind, System of Systems Technical Performance Measures (TPMs) for an Integrated Combat System. In addition to the ship related SE efforts, T.C. Defense is providing ongoing SE support to NAVAIR for the Joint Multi-Spectral Test Board (JMTB) under the Central Test and Evaluation Investment Program (CTEIP).
Test & Evaluation
T.C. Defense experts have over 80 combined years of T&E experience, with both shipboard and airborne systems. Our expertise spans all program phases from requirements development and design reviews, through test design, planning, execution, data analysis and reporting. Our experience includes developing custom diagnostic and data analysis tools, as well as developing and delivering training for T&E of EOIR, Radar, and CM systems.
On shipboard side, our SME’s have expertise in all aspects of the Integrated Warfare System: from the sensors, to the command and control system, to the weapons, and including the various support systems. Our SMEs support NSWCDD with combat system installations and certifications, supporting sea-trials for Aircraft Carrier and Amphibious ships and DT/OT as required. T.C. Defense played a major role in the integration and test of Dual Band Radar (DBR) with SSDS on CVN 78 and continues to support integration of the SPY-6 radar with SSDS on LPD 29 and CVN 79.
On the airborne side, T.C. Defense SME’s have extensive experience in aircraft mission systems testing and data analysis for EOIR sensors, as well as IRCM , missile warning, and radar warning systems. Our T&E experience covers the F/A-18 C/D/E/F Hornet, P-3C Orion, MH-60R/S Blackhawk, AH-1W/Z Cobra, MQ-4C Triton, MQ-25 Stingray, and RQ-21 Blackjack platforms, and includes requirements analyses, system performance estimation, test planning, test card development, lab/ground/flight test execution, data reduction, data analysis/visualization, and test reporting. T.C. Defense has an ongoing role in the T&E of EOIR and IRCM systems on the MH-60R/S and the MQ-25 , as well as ESM data analysis for the P-8A Poseidon. Our team is familiar with NAVAIR’s mission-based T&E approach.
Research & Innovation
The broad background, education, and experience of our T.C. Defense team enables us to get creative in solving your technical challenges, whether for modeling & simulation (M&S), test & evaluation (T&E), or data analysis. Our SME’s have developed novel approaches for:
- Measuring in-flight EOIR imaging performance and estimating tactical EOIR performance against threat targets
- Analyzing airborne laser designator accuracy and estimating the beam profile
- Using synthetic EOIR target imagery to generate un-biased datasets for training AI-based ATR systems
- Hybrid in-flight ATR using real-time target template generation
- Using graph theory concepts to model, analyze, and optimize complex systems and networks, and generate performance visualizations to support trade-off analyses and decision-making
In 2024, T.C. Defense completed a Phase I SBIR with the US Space Force (SF233-0016 "Evaluation of Space-Enabled Kill Webs") to develop a graph-based capability to analyze the multi-service, multi-domain kill-web. The resulting Graph-Enabled Kill-Web Optimization (GEKO) architecture provides a foundational capability for quantitative analysis of complex systems-of-system network structures.
