Seaport-E Contract Vehicle
In 2002, the Chief of Naval Operations (CNO) promulgated Seapower 21. It provides a framework to align, organize and integrate the U.S. Navy to meet the wide variety of challenges that lie ahead. The CNO called upon the entire Navy, including Naval Sea Systems Command (NAVSEA) and the Warfare Centers (WCs), to find ways to become more efficient and effective.
SeaPort Enhanced (SEAPORT-e) makes electronic procurement of Engineering, Technical and Programmatic support services at NAVSEA’s Warfare Center community a reality. SEAPORT-e extends the current procurement vehicle, SeaPort, by leveraging SeaPort’s successful business model and efficiencies. The integration of SeaPort and SEAPORT-e emphasizes NAVSEA’s strong commitment to customers and industry partners alike. Together, SeaPort and SEAPORT-e will help NAVSEA reduce costs and promote business efficiencies in the effort to lead the Navy on a successful course. T.C. Defense has been awarded with a Seaport-e Prime Contract by the U.S. Navy. Seaport Enhanced (Seaport-e) made electronic procurement of Engineering, Technical and Programmatic support services at NAVSEA a reality.
Capabilities
T.C. Defense provides for services for new product areas, programs, or missions within the functional areas identified below during the life of the contract. Additionally, contractors may provide limited support under this contract to other Department of Defense (DoD), non-DoD, or Joint agencies for work that is integrally related to product areas and mission. Quality Assurance Program
T.C. Defense implants Quality Assurance from inception and throughout every phase of our projects. The primary methods of assuring the quality of services are appropriate advance planning, assignment of sufficient qualified staff resources, provision of appropriate tools, and establishment of rigorous program and project management tools, techniques and practices. Further, our collaborative method of developing detailed work plans for specific tasks ensures quality of support provided on each project task. In short, quality is not an “after thought”— it is weaved into every phase of the project.
Methods for integrating quality assurance during the execution of tasks are also part of our comprehensive approach. T.C. Defense’s quality management approach is designed to prevent, reduce, or eliminate problems that might compromise ability to perform on time, within budget, or according to the task order requirements. Our approach includes:

Developing a Quality Management Program Plan for the contract

Establishing and monitoring metrics for project objectives

Establishing quality management processes that include monitoring and assessing performance

Coordinating with the government stakeholders to establish quality objectives by deciding the scope and frequency of quality assessments and reporting policies

Coordinating with other contractors regarding quality management

Conducting periodic Quality Management Reviews
Quality Assurance promotes the delivery of reliable, complete, and accurate work products by minimizing the transmission of errors through Quality Planning, Quality Control, and Quality Improvement processes. T.C. Defense’s approach to providing Quality Assurance establishes quality controls during the entire lifecycle of a task.
